Ken is a senior technology executive and global strategist with a career spanning government, industry, global cyber policy, international development, and academia. As CEO of Legato Strategies, Ken now focuses on helping organizations navigate complexity, implement meaningful change, and lead with strategic clarity.

As Deputy CIO at the U.S. Department of State, Ken led a $3.5B global technology portfolio supporting diplomatic missions in 275 locations worldwide. He implemented enterprise cloud modernization, zero-trust cybersecurity initiatives, and improved the performance of global IT operations. He held senior leadership roles at the Department of Homeland Security, the Department of Commerce, and the Export-Import Bank, advancing mission systems, governance, and enterprise modernization.

Ken also delivered programs in finance, aerospace, and global development. As Director of USAID’s Center for Trade and Investment Services, he led economic growth initiatives across Asia, Africa, Latin America, and Eastern Europe. In academia, he served as the State Department Faculty Chair at the National Defense University, 

Ken holds graduate degrees in Information Systems, Science & Technology Policy, International Management, and International Development, and is completing his Ph.D. at Virginia Tech.
